Smalls was one of the most prolific quarterbacks in UTM football history. He became the school's all-time leader in total offense during his playing days with 4,116 yards gained in three seasons.

He passed for 2,886 yards in his three-year career with the Pacers. Smalls passed for 1,961 yards in his senior year in 1977, a record which stood for 10 years. He was first team All-Gulf South Conference that season while also earning the program's first GSC Offensive Player of the Year.
